PRESIDENT: Jeff Rich

The President shall represent the GSO and all subgroups thereof in all official dealings with the University administration, the faculty, and other organizations, firms, and persons, unless otherwise provided for in the Constitution, or by specific Executive Council or Assembly appointment.

The President shall be the Chief Executive Officer of the GSO and shall preside over all bodies and meetings of which he/she is president or chair.

The President shall serve as the Chair of the Assembly; the President shall serve as the Chair of the Executive Council;

The President shall appoint all Council Executive Members (with the subsequent ratification of the Assembly) for a term corresponding to that of the President.

The President shall appoint all graduate students committee representatives on campus committees, with subsequent ratification of the Assembly.

The President shall vote in the Executive Council or the Assembly only in the case of a tie.

The President shall serve as Past-President of the GSO for one month following his/her term as President

A vacancy shall be declared by the President upon receipt of a letter of resignation from a Executive Council member or after the member has been absent from two consecutive executive council meetings without explanation.

In case of vacancy in the office of President, and whenever the President is absent or incapacitated, the Presidential powers and duties shall be exercised by the Vice-President for the duration of such vacancy, absence, or incapacity.

The Vice-President shall perform duties as determined by the President.

The Vice-President shall serve as Past Vice-President of the GSO for one month following his/her term as Vice-President.

The Secretary shall maintain accurate and complete files of the minutes of all meetings of the GSO Executive Council and Assembly and all committees thereof.

The Secretary shall keep safely and open for the inspection of all GSO members all records and documents of the GSO, its officers, agents, Assembly, and Executive Council.

The Secretary shall have the responsibility of informing the Executive Council and Assembly of meeting dates, supplying meeting agendas and minutes as prescribed in the Bylaws.

The Secretary shall oversee the GSO office manager and any other office personnel.

The Secretary shall perform such other duties as may be assigned by the President, the Executive Council or the Assembly.

The Secretary shall serve as Past-Secretary of the GSO for one month following his/her term as Secretary.

The Treasurer shall handle all financial matters of the GSO not otherwise provided for by the Constitution or by appointment of the Assembly or the Executive Council; any cash funds which may be established and designated by the GSO Assembly in accordance with University of Hawaii financial procedures shall be in the custody of the Treasurer.

The Treasurer shall present a report on financial transactions on the GSO budget at each monthly GSO Assembly meeting.

The Treasurer shall present a detailed written report on all expenditures at the termination of his/her term of office.

The Treasurer shall perform other such duties as may be assigned by the President, Executive Council, or the Assembly.

The Treasurer shall serve as Past-Treasurer of the GSO for one month following his/her term as Treasurer.

Executive Council Committees

The Grants & Awards Committee shall review all applications for GSO grants or awards monies

The membership of the Grants & Awards Committee shall reflect the composition of the graduate student community

The Grants & Awards Committee shall recommend to the Assembly selection criteria for the allocation of Grants & Awards monies

The Grants & Awards Committee shall make public the selection criteria and application deadlines

Based on the approved selection criteria, the Grants & Awards Committee shall determine the status of each application for funds, and the monetary amount to be received by each applicant

All Grants & Awards Committee recommendations shall go into effect only after approval by the GSO Assembly

Grants & Awards Committee members, including the chair, are not eligible to receive awards during any term in which they serve on the committee

The Information and Communications Committee is responsible for managing the GSO website, posting items to the GSO website, and managing the GSO listservs

The Information and Communications Committee shall handle all promotional and informative tasks for the GSO.

The Newsletter Committee shall be responsible for publishing the GSO Newsletter on a regular basis. The mission of the newsletter is to keep graduate students informed about GSO activities, and to encourage involvement in the GSO and discussion about issues affecting graduate students. All graduate students are invited to send letters to the editor as well as articles of interest; duties may include any tasks not specifically assigned to some other subgroup of the GSO.

The Academic Committee shall investigate academic concerns of graduate students and develop programs for fulfilling the scholarly needs of GSO members.

The Academic Committee shall receive input concerning graduate student curricula and other subjects directly affecting the quality of education received by the graduate students of UHM

The GSO Employment & Compensation Committee shall shall advise the GSO Assembly and the GSO Executive Council on employment and compensation matters and shall investigate concerns of students regarding employment and compensation; duties may include any tasks not specifically assigned to some other subgroup of the GSO.
Advocacy Committee shall be responsible for organizing and leading advocacy efforts in the state legislature and other public forums as well as within the University. The proposed model would include both UH Student Caucus GSO appointees and any other interested graduate students. The goals of the committee should be to discover, research, develop strategy and present GSO related issues/concerns and strategies to our Assembly and advocacy as directed by the Assembly; duties may include any tasks not specifically assigned to some other subgroup of the GSO.

The Campus Committee explores the co-curricular needs of the GSO members and proposes programs to help meet those needs, including organizing social/academic events for graduate students, reports the nature of its projects at each GSO Executive Council and Assembly meeting.

Duties may include any tasks not specifically assigned to some other subgroup of the GSO.

The Housing Committee investigates short and long term housing needs for graduate students, formulates policy, and advocates and promotes the interests of graduate student housing. The C&H Committee shall advise the Assembly, student housing administrators, and Executive Council on matters pertaining to graduate student housing.

The Election Committee shall supervise the elections of officers of the GSO.

The Election Committee shall ensure that all elections of the GSO or subgroups thereof are conducted according to the guidelines established in the Constitution, and shall propose specific election rules to be approved by the Assembly for elections; duties may include any tasks not specifically assigned to some other subgroup of the GSO.

The Parliamentarian shall be responsible for addressing all disputes related to GSO matters. When a dispute arises, the Adjudication Committee shall consist of three (3) members. An ad hoc Adjudication Committee is formed via the following procedures; both the Complainant and the Respondent shall submit the names of three (3) GSO members to the Committee Chair

The OP&A Chair shall then select one (1) person from each list to fill out the committee; duties may include any tasks not specifically assigned to some other subgroup of the GSO.

GSO Support Staff


GSO OFFICE MANAGER:

The GSO Office Manager is a student employee. Responsibilities include: keeping the office open, basic clerical efforts, working with the fiscal office, processing paperwork (stipends, purchase orders), room reservations; answering phones and returning calls. And, any other assigned by officers.
The GSO Grants & Awards Manager handles the payment and reimbursement process of GSO grants, working under the supervision of the GSO Grants Chair. This includes: checking reimbursement packets for completeness, creating purchase requisitions and securing signatures, responding to inquiries from students and UH staff, maintaining GSO grants records in an organized and professional fashion, and various other grants-related tasks.
